The only way to become TOGAF Certified is to pass the applicable exam. It's not required to attend TOGAF Training Course. Of course it's an advantage but if you think you are capable to study by yourself - there's such option.
It's important to remember that TOGAF Accredited Training Centers provide exam within the course.
